It can over time cause damage to the eye based on the ingredients in your eyeliner. The ingredients seep into your eye, which is much more permeable than the skin, and those chemicals can possibly cause blindness. It's a foreign substance being sucked into your eye.
It can also cause infections, and multiple infections could cause a lot of potential eye damage.
I'd much rather go without liner on the waterline (which is good as it requires a lot of touch ups and makes the eyes appear smaller) than risk any potential eye damage.
Hypoallergenic does not mean safer.
It contains the same chemicals, just ones that are less likely to irritate the skin. It's still a foreign substance going into your eye. It can mess with your tear ducts as well. You may not realize it, but when the liner begins to disappear during the day, where do you think it goes?How does applying eyeliner to you upper waterline eye lid make you go blind?
This is news to me. I personally use hypoallergenic makeup products for reasons such as this. I do wear eyeliner on my water line and my vision does get hazy for a couple seconds just after application. But that is only because the liner is sweeping over my eyeball. I don't think it will make you go blind. But if you are worried I would switch to a hypoallergenic brand. Almay is a great one!

EDIT: whoops read question wrong. i think applying to waterline is safe as long as u check periodically to make sure the eyeliner doesnt smudge INTO the eye socket. not sure though.
Dunno about blindness, and all the make up brands would be different, but the chemicals in the eye liner could mess with your eyes, maybe even give you an infection, which untreated could lead to blindness.
