depends. here in singapore some of my friends got their scholarship all the way back to since they were sec1 (the equivalent of highschool freshman or seventh grade in other countries). so that time they were 13 and it can go all the way to until university if you work hard. i got mine in junior high school and that time i was 15. most scholarship has no age requirements, just academical achievements. if theres a scholarship that requires you to be a high school graduate and you've finished high school at age 11 you are eligible for it.
